Position Summary
We are seeking a PMP-certified Project Manager to lead and support a high-impact IT program at the Centers for Medicare & Medicaid Services (CMS). This role will provide strategic and operational support to strengthen CMS’s ability to plan, manage, and deliver mission-critical IT and business initiatives. The Project Manager will play a key role in advancing IT strategy, enhancing communication across stakeholders, driving change management efforts, and improving overall program execution.
Working in close partnership with the Federal Lead and key stakeholders, the Project Manager will help shape and execute program priorities, ensuring successful outcomes across IT strategy, governance, communications, and investment initiatives.

Key Responsibilities
- Contribute to the development, refinement, and execution of the CMS IT Strategy, ensuring alignment with agency priorities and federal requirements.
- Deliver comprehensive program and project management support for key initiatives, including Medicare Payment Systems Modernization (MPSM), Shared Services, and AccessCMS.
- Drive Agile PMO operations by leading sprint planning, managing product backlogs, and establishing governance for new initiatives using tools such as JIRA and Confluence.
- Facilitate executive and program-level meetings, oversee documentation and action tracking, and support the creation of data-driven frameworks for CIO OKR performance reviews.
- Develop and implement integrated Communications and Organizational Change Management (OCM) strategies to promote awareness, adoption, and sustained engagement across IT initiatives.
- Enhance IT governance structures through the design of scalable frameworks, thorough documentation, and clearly defined decision-making processes.
- Support IT investment portfolio management activities, including prioritization, performance tracking, value realization, and data-informed decision-making.
- Must be able to successfully pass a background investigation to obtain a CMS badge.
- Required Certification: Active Project Management Professional (PMP).
- Required Certification: Certified Scrum Master (CSM) or PMI Agile Certified Practitioner (PMI-ACP).
- Education: Bachelor’s degree or higher in a related field such as Computer Science, Information Technology, IT Management, Business Administration, Engineering, Communications, or Organizational Development.
- Minimum of 5 years of experience supporting enterprise-level infrastructure environments, including both distributed and mainframe systems.
- At least 5 years of experience delivering strategic IT guidance aligned with industry best practices.
- 3–5 years of experience leading Agile teams and conducting requirements analysis.
- Minimum of 3 years of experience developing technical documentation, including reports, manuals, and other project deliverables.
- At least 3 years of experience designing and implementing communication strategies and organizational change management initiatives.
- 2–3 years of experience applying Human-Centered Design (HCD) principles in the development of IT solutions.
- Experience: Experience supporting federal health agencies like CMS or HHS is highly desirable.
- Certifications: Prosci Change Management Certification. ITIL Foundation, TOGAF, HCD or UX certification (e.g., IDEO U, Nielsen Norman Group), Technical Communication (e.g., STC)
