Position Overview
The Program Manager is responsible for leading the overall planning, execution, and delivery of federal programs in support of client mission objectives. This role serves as the primary interface with government stakeholders and is accountable for program performance across scope, schedule, cost, and quality. The Program Manager ensures contract compliance, manages cross-functional teams, and drives successful program outcomes in a dynamic federal environment.

The Program Manager is responsible for leading the overall planning, execution, and delivery of federal programs in support of client mission objectives. This role serves as the primary interface with government stakeholders and is accountable for program performance across scope, schedule, cost, and quality. The Program Manager ensures contract compliance, manages cross-functional teams, and drives successful program outcomes in a dynamic federal environment.
Key Responsibilities
- Serve as the primary point of contact for the Government Contracting Officer (CO), Contracting Officer’s Representative (COR), and other key stakeholders
- Lead day-to-day program operations, ensuring alignment with contract requirements and mission objectives
- Manage program scope, schedule, budget, and performance metrics
- Develop and maintain program management plans, including staffing, risk management, and quality assurance plans
- Oversee recruitment, staffing, and retention of program personnel, including cleared resources when required
- Provide strategic direction and leadership to cross-functional teams, including technical, operational, and administrative staff
- Monitor program performance and implement corrective actions as needed to meet or exceed SLAs and KPIs
- Identify, assess, and mitigate program risks and issues
- Prepare and deliver regular status reports, briefings, and executive-level communications to government stakeholders
- Ensure compliance with all contractual, regulatory, and organizational policies and procedures
- Support business development activities, including proposal support, staffing strategy, and transition planning for new work
- Drive continuous improvement initiatives to enhance program efficiency and effectiveness
- Bachelor’s degree in Business Administration, Management, Engineering, or a related field (Master’s degree preferred)
- Active Secret clearance
- 8+ years of experience managing federal programs or contracts of similar size and scope
- Demonstrated experience supporting federal agencies (DHS, DoD, etc.)
- Strong knowledge of federal contracting processes, including FAR/DFAR compliance
- Proven ability to manage complex, multi-disciplinary teams in a fast-paced environment
- Experience managing program financials, including budgeting, forecasting, and cost control
- Excellent leadership, communication, and stakeholder management skills
- Experience with proposal support, capture activities, and program transitions is highly desired
- PMP (Project Management Professional) certification or equivalent preferred
